An integral part of an effective animal control policy is controlling the unwanted pet population. Spaying or neutering pets before they produce unwanted litters is the most effective means of population control. Spaying and neutering also have essential health benefits to the pet. For the month of February, Cook County Animal and Rabies Control offers a rebate up to $40 to any person who has their dog or cat spayed/neutered with a participating veterinarian of their choice. The rebate program requires no coupon but pet owner must live in Cook County. The $40 rebate program has proven to be an effective incentive to pet owners to do the responsible thing. Veterinarians enjoy the program as well because it allows them to establish a doctor-patient-client relationship, which leads to healthier pets.
